How to use the JPG to PDF Converter
The JPG to PDF Converter combines one or more images into a PDF document directly in your browser. No account, no upload and no watermark, your images never leave your device. It works on desktop and mobile and continues to function offline once the page has loaded.
- Add your images, drop them into the upload area or click to browse your device. JPG, PNG and WEBP are all supported. You can add multiple images at once.
- Reorder if needed, drag the dotted handle on the left of any image row to move it up or down. Pages appear in the PDF in the top-to-bottom order shown.
- Choose page size and margins, select US Letter or A4, or enter a custom size in millimetres. Pick the margin size, Normal is a good default for most documents.
- Select the export format, choose One PDF to combine all images into a single multi-page document, or One PDF per image to get a separate PDF file for each image.
- Click Convert to PDF and download, processing runs in your browser. When it finishes, click Download to save your file. No watermark is added.
Choosing the right page size and margins
US Letter (215.9 × 279.4 mm) is the standard paper size in the United States and Canada. A4 (210 × 297 mm) is used across Europe, most of Asia and internationally. If neither fits your images exactly, use the Custom option to enter any width and height in millimetres, this is ideal when your images all share the same non-standard aspect ratio, such as phone screenshots, social media exports or scanned receipts.
The Fit to page option scales the image to fill as much of the printable area as possible while preserving its original proportions. White space will appear on two sides if the image and page have different aspect ratios. Stretch to fill forces the image to cover the full printable area exactly but may distort it if the proportions do not match. Use Fit to page for photographs and scans, and Stretch to fill only when the image was originally designed for that exact page size. When to export as one PDF versus separate files
Choosing One PDF (all images) is the right default when you want a single document, a photo album, a multi-page scanned form, a batch of product photos for a supplier, or a presentation printed as slides. Each image becomes one page in sequence. Choosing One PDF per image is useful when each image is an independent document, separate invoices, individual ID scans, or photos that need to be filed individually. Each file is named after the original image and downloaded separately.

Are my images uploaded to a server?
No. Every image you add stays entirely on your device. The conversion runs inside your browser using a library called pdf-lib. No file data is ever sent to PureTools servers or any third party. You can disconnect from the internet after the page loads and the tool will still work perfectly. Your file never leaves your device. Your data is never used to train AI models or improve machine learning systems.
What image formats can I convert to PDF?
The tool accepts JPG, JPEG, PNG and WEBP images. PNG is supported natively and preserves transparency by placing it on a white background in the PDF. WEBP images are converted through your browser before embedding. For best quality, use the original image at the highest resolution available, the tool does not re-compress images it can embed directly.
How do I change the order of images in the PDF?
After adding images, grab the dotted handle on the left side of any image row and drag it up or down to the position you want. Pages are placed in the PDF in the top-to-bottom order shown in the list. You can also remove any image by clicking the X button on its row and then adding it back in the correct position.
Does this tool add a watermark to the PDF?
No. The output PDF is completely clean, no watermark, no logo, no branding of any kind is added to your file. The converter is entirely free and watermark-free. There is no account required, no upgrade needed and no hidden limitation on the number of images or pages. What page size should I choose, Letter or A4?

What is the difference between Fit to page and Stretch to fill?
Fit to page scales the image so it fills as much of the page as possible while keeping its original proportions. White space may appear on two sides if the image and page have different aspect ratios. Stretch to fill scales the image to cover the entire printable area exactly, which may distort the image if the proportions do not match the page. For photographs and scanned documents, Fit to page gives the most faithful result. After converting, you can combine your new PDF with other documents using the PDF Merger.
Does the converter work offline?
Yes, after you have visited the page at least once. PureTools saves the tool locally on your device so it continues to work without an internet connection. Is my data erased when I close the tab?

What is the maximum image file size?
Each individual image file must be 50 MB or smaller. This limit protects your device memory and keeps processing fast even on mobile browsers. Most JPEG photos from phones and cameras, scanned documents and screenshots fall well under this threshold. If you need to reduce an image before converting, use the Image Compressor to reduce the file size without visible quality loss. On older phones or low-memory tablets, a smaller image may still be more reliable because browsers reserve memory for both the original and processed result.
